Permitting

Title 24 Energy Compliance

California Title 24 energy compliance documentation for residential and commercial permit submissions.

California Title 24

California Title 24 energy compliance documentation for residential and commercial permit submissions.

Title 24 energy compliance documentation is required for all new construction, additions, and alterations to conditioned space in California. We produce compliance reports using the prescriptive and performance pathways for residential and nonresidential projects, coordinated with the permit drawing set. Every compliance report is prepared by a certified energy analyst and delivered in the correct submission format for the applicable California building department.

Prescriptive Path

Prescriptive Compliance

Component-by-component standard compliance

Performance Path

Performance Compliance

Whole-building energy modeling

Compliance Path:Prescriptive / Performance
Delivery:3–5 Days
Certified Analyst:Yes
Coordination:Drawing-Integrated

Compliance Pathways

Two compliance pathways. One clear report.

Prescriptive PathPerformance Path
Best ForStandard residential and commercial projects with typical component specificationsProjects needing design flexibility or unable to meet prescriptive component minimums
FlexibilityLower. Each component must individually meet the code minimumHigher. Trade-offs allowed between components via whole-building modeling
ComplexityStraightforward. Component-by-component checklist approachMore involved. Requires CEC-approved whole-building energy modeling software
Required WhenProject meets all prescriptive component requirements as designedProject cannot comply prescriptively or requires a trade-off for a specific component

Process

How we produce your compliance report.

01

Project Classification

We classify the project by occupancy type (residential, nonresidential, or mixed-use) and construction type (new, addition, or alteration) to determine the applicable Title 24 Part 6 compliance pathway and mandatory measures.

02

Compliance Path Selection

Based on the project characteristics, we select between the prescriptive compliance path (component-by-component compliance) and the performance compliance path (whole-building energy modeling). Performance modeling is required for projects that cannot comply prescriptively.

03

Compliance Report Production

The compliance report is produced using CEC-approved software. The report includes all required CF-1R (residential) or LTG/ENV/MECH (nonresidential) forms, with all component specifications, U-factors, SHGC values, and HVAC equipment data documented.

04

Drawing Coordination

Energy compliance notes and specifications are coordinated into the permit drawing set: insulation types and values called out on building sections, HVAC equipment efficiency ratings on the mechanical schedule, and fenestration properties on the window schedule.

Deliverables

Every form. Every certificate.

CF-1R

CF-1R Compliance Report

Registered residential compliance report (CF-1R) for all residential new construction and alteration projects, stamped by a certified energy analyst.

CF-2R

CF-2R Installation Certificate

Installation certificate documentation package (CF-2R) coordinated for field verification during construction inspection.

Nonresidential Compliance Forms

LTG-1 (lighting), ENV-1 (envelope), and MECH-1 (mechanical) forms for nonresidential projects, with all required mandatory measures documented.

HVAC Sizing Calculations

Heating and cooling load calculations confirming that specified HVAC equipment meets the sizing requirements of the applicable energy standard.

Drawing Compliance Notes

All required energy compliance notes and specifications integrated into the permit drawing set, including insulation callouts, fenestration schedules, and equipment efficiency requirements.

Mandatory Measures Checklist

A complete mandatory measures checklist confirming compliance with all applicable Title 24 mandatory provisions that cannot be traded off through the compliance path.

Title 24 is non-negotiable.

Required on every California conditioned-space permit.

Title 24 compliance is not optional and not delegable. Every California permit for conditioned space requires a compliance report, and building departments reject packages that are missing or incomplete. Getting the compliance documentation right the first time is a prerequisite for permit approval, not an afterthought.

100%

of California conditioned-space permits require Title 24 compliance documentation.

Questions

Title 24, explained.

Does every California project require Title 24 documentation?

Yes, all permits for conditioned space require Title 24 Part 6 compliance documentation. This includes new construction, additions, and alterations that change the thermal envelope, HVAC, or lighting systems.

What is the difference between prescriptive and performance compliance?

Prescriptive compliance requires each building component to individually meet the code standard. Performance compliance uses whole-building energy modeling to show that the overall building uses less energy than a code-compliant reference building. Performance compliance gives more design flexibility but requires more detailed calculation.

Do you handle solar and battery storage requirements?

Yes. California requires solar PV on most new residential construction. We include the mandatory solar provisions, export compliance documentation, and battery storage provisions where required by the California Energy Code.

Who This Serves
